Government Contracting

Build for the Award. Manage for the Business. Scale for the Future.

Congratulations! You won a federal award. Now the government wants to see your numbers. ADC GovCo designs your accounting system for adequacy and DCAA compliance that keeps federal contractors and SBIR and STTR awardees compliant and audit-ready, allowing you to focus on your research. Whether this is your first federal award or follow-on research funding, the needs of your accounting system change from inception to commercialization. Our solutions are designed for the simplicity of having your first award while maintaining scalability as you increase your federal award portfolio, raise capital, and move towards commercialization.

Winning the Award is Only the Beginning

Federal award accounting is not a different kind of accounting. It includes disciplined, complete, and well-documented recordkeeping and reporting requirements. A compliant accounting system’s adequacy is dependent on financial data that are structured correctly and maintained consistently.

Federal awards require your accounting system to support:

Costs segregated into direct, indirect and unallowable pools, by job and by type.

Timekeeping maintained, by the employee, approved by the supervisor and serves as the official record.

Indirect rates projected and monitored, with final rates calculated, negotiated and closed.

Federal reports prepared from reliable accounting records.
Audit-ready recordkeeping from the start.

We have been doing this for more than 20 years. We leverage this experience across multiple federal agencies, including DoD, NIH, NSF, DOE and other agencies participating in the SBIR and STTR programs, and we know where each agency differs.

What We Do and How We Do It

Our work starts with a defined scope, a practical implementation plan, and a fixed-price fee structure. Each engagement is designed around the services your company needs now, with the flexibility to add support as your federal award portfolio, accounting requirements, and business needs continue to grow.

What We Do

We handle the day-to-day accounting federal awardees need to stay organized, compliant, and ready for review. From transactional processing and reconciliations to cost tracking, labor distribution, and financial reporting, we maintain the accounting records behind the award so your team can stay focused on the work. Services include federal billing, drawdowns, indirect rate support, incurred cost submissions, proposed billing rates, and agency-specific reporting tied directly to compliant accounting records.

How We Do It

We assess your award requirements, accounting system, chart of accounts, cost pools, timekeeping, and reporting needs, then build and maintain the day-to-day accounting workflow. Transaction processing, reconciliations, labor distribution, indirect rate support, billing support, and financial reporting are bundled into a fixed monthly price.

What We Do

For companies that have adequate internal functionality, we prepare and support federal award billing using accounting records that are structured for compliance. Whether you need cost-reimbursable invoices, indirect rate support, drawdowns, or agency-specific reporting, we help ensure amounts billed are accurate, documented, and tied back to the books. This service includes indirect rate support, incurred cost submissions, proposed billing rates, and agency-specific reporting tied directly to compliant accounting records.

How We Do It

For companies with adequate internal accounting capacity, we use your existing records to prepare federal billings, drawdowns, indirect rate support, incurred cost submissions, proposed billing rates, and agency-specific reporting. The billing scope is agreed to in advance and priced as a fixed-fee deliverable.

What We Do

We support the corporate tax side of growing research companies, including corporate tax compliance, planning, preparation, and R&D credit opportunities. Our work connects directly to the company’s accounting records, award activity, and qualified research expenditures. This approach creates a seamless integration of company financial data with corporate tax and R&D credit preparation.

How We Do It

We connect your accounting records, award activity, payroll data, and qualified research expenditures so corporate tax preparation and R&D credit work are supported by the same financial data used to manage the company. The tax and credit scope is defined up front and delivered on a fixed-price basis.

What We Do

For our venture-backed firms, we help translate your accounting data into business-level budgets and forecasts for cash runway and scenario planning. This service is also available at the federal award level. Again, leveraging your existing data under our full outsource services, this process is streamlined by utilizing existing data.

How We Do It

We translate accounting and award data into budgets, cash runway models, scenario planning, and award-level financial visibility. Because the work is built from existing accounting records, we can define the recurring planning and reporting cadence in advance and deliver it through a fixed-price engagement.

What We Do

Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) awards provide federal funding to small businesses developing innovative technologies with the potential for commercialization. Whether your funding is issued as a grant or contract, the award brings detailed requirements for accounting, timekeeping, cost allocation, billing, and reporting. ADC GovCo builds the accounting foundation your award requires and stays involved as your compliance partner, helping maintain the financial systems, accounting records, and reporting support needed to keep your award on track from day one through closeout.

Our Approach

We are an entrepreneurial firm serving entrepreneurial research companies. Our role is to build accounting, compliance, tax, and financial systems that let you spend more time advancing your research and less time worrying about whether your records will satisfy a federal review.

We help you think like a business, with the government as one important customer among many. From your first award through follow-on funding, capital raises, scaling operations, and commercialization, we provide practical guidance that keeps the accounting foundation aligned with both federal requirements and the long-term needs of the company.
