Outsourced Accounting for Government Contractors and R&D Start-Ups

Outsourced Accounting Built for Federal Awards, Research, and Growth

ADC GovCo provides full-outsourced accounting for government contractors and R&D start-ups that need more than bookkeeping. We build and maintain QuickBooks Online accounting systems designed around federal awards, research projects, commercial growth, and the reporting needs that come with all three. From monthly accounting, project reporting, and management-ready financial closes to labor distribution, indirect rates, and federal billing support, we keep the accounting records organized, useful, and ready for review.

Accounting Built Around Awards, Research, and Growth

Government contractors and R&D start-ups need accounting records that do more than show cash in and cash out. The books need to organize spending by project, funding source, and business activity; show whether work is tracking against plan; support clean monthly closes; and give management reliable information for decisions about hiring, research spending, customer work, funding needs, and growth.

That is difficult to accomplish with a generic bookkeeping setup. ADC GovCo structures QuickBooks Online so the accounting is simple enough to maintain, but detailed enough to show what is happening across the business. We organize the chart of accounts, projects, integrations, recurring transactions, reconciliations, and reporting process so the monthly close produces information leadership can actually use. For companies with federal awards, that same structure also supports the added grant, contract, billing, indirect rate, and documentation requirements that come with government funding.

What Our Accounting Team Handles

QuickBooks Online Accounting Structure

  • Simplify and maintain the chart of accounts in QuickBooks Online
  • Set up job cost reporting for government, research, and commercial projects
  • Maintain a project budget-to-actual control sheet for awards, research programs, and commercial work

  • Enter cash transactions and reconcile bank accounts
  • Enter credit card transactions and reconcile credit card activity
  • Assist with accounts payable processing and purchase order tracking
  • Manage accounting workflows tied to third-party tools such as BILL, Ramp, Brex, Gusto, and Rippling

Payroll Accounting and Labor Distribution

  • Record payroll activity from the client’s payroll provider
  • Enter payroll and labor distribution entries in QuickBooks Online
  • Use approved timesheets and payroll reports to support project, grant, and indirect cost reporting

Monthly Close, Reporting, and Indirect Rates

  • Prepare financial closes and reconcile balance sheet accounts
  • Recommend accounting adjustments based on the monthly or quarterly close
  • Prepare internal financial statements and management reporting from QuickBooks Online
  • Prepare indirect rate calculations in conjunction with the financial close

Federal Billing and Award Reporting Support

  • Prepare federal invoices, vouchers, or drawdown support where applicable
  • Maintain award and project control sheets showing budget, actual costs, indirect rate activity, funding limitations, and remaining balances
  • Support grant, contract, and research reporting using accounting records that tie back to the general ledger

A Simple Shared Workflow

  • We handle the recurring accounting work: transaction entry, reconciliations, payroll accounting entries, labor distribution, project reporting, financial close support, indirect rate calculations, and federal billing or drawdown support where applicable.
  • Your team stays in control of business decisions: approving expenses, purchase orders, timesheets, payroll, vendor payments, and any final submissions or certifications.
  • You provide the source information we need, such as approved bills, payroll reports, bank and credit card activity, award documents, budgets, and project updates.
  • We turn that information into organized accounting records, reporting, reconciliations, control sheets, and recommendations your team can use.

The point is not to hand your team a long accounting checklist. The point is to keep management responsible for approvals, payments, payroll processing, and final review while ADC GovCo maintains the accounting system and recurring close process behind the scenes.

How the Engagement Works

Our outsourced accounting engagements are scoped and priced as fixed monthly fees. The engagement begins with onboarding and implementation: we review the current QuickBooks Online file, simplify or rebuild the chart of accounts where needed, align projects and cost categories to the company’s federal, research, and commercial activity, connect third-party systems, and establish the monthly close and reporting rhythm.

After onboarding, the work moves into a recurring monthly process: transactions are entered, accounts are reconciled, payroll and labor distributions are recorded, project control sheets are maintained, federal billing or drawdown support is prepared where applicable, and the close is reviewed with recommended adjustments. We work exclusively in QuickBooks Online for these engagements because the system can be structured simply, maintained consistently, and connected to the tools growing companies already use.

If the company needs additional cash flow planning, scenario modeling, runway analysis, or deeper financial analysis, that support is available through our FP&A services.
